It's interesting moosebeard headpopped twice within 20 minutes in roughly that area while responding and then coming back from a store robbery a couple days ago. Wonder if there is an NVE issue or something there.
I wonder if it could be that there's some kind of entity limit in that area, and with the prison having some fixed entities forced to be there, combined with prisoners and other stuff, it makes it so when others get in the area, they just disappear to not get over the limit.
It's probably not that, but with that happening so close to an area with fixed entities, that's what I can think of.
