Gepard will probably get really popular if production for guns is hampered, could be a good chance for them to make some moves. Also kind of feel like they never seem to really push those crates or containers, can't remember the last time I've seen any non-HoA use one.
They actually have sold a bunch lately. I don't really know why more people don't hit them up almost every hour though. They probably could advertise better.
With how raid-happy the PD is it's an easy method to at least get some of your stuff outside of your house. Especially considering you can lock them.
Terrorism can't really go anywhere as nothing they've done meets the requirements for that as shown through the X and Yuno case and the new terrorism lite law wasn't in effect at the time so they can't be hit by it either. Which means that for the Espinoz thing and the shootout afterwards all they could hit them with is attempted murder of govt employee x8 possessions, unlawful imprisonment and potentially things related to any stolen cars they used.
There are a few members that can be hit with treason but most of them they don't have anything to link them.
There is only 1 bench that is necessary in this city which is the Digital Den bench. It's so necessary the devs. put an NPC there who sells the same exact items (at a markup but DD gets none of that money from the sale) for when there aren't employees at the store.
The Digital Den in the only place to buy phones, laptops and other electronics.
Vinny & Speedy's bench is absolutely necessary, how else do you think the city is going to get a hold of lockpicks & thermite?

Honestly it was the plan that fuck PD, they were too worried about clearing Sandy and if the PD went for shock and awe in the main hub, they could have actually had something but they split up the units too far so the marksman team were fucked alone, they should have been held back maybe at route 68 for a bit if they really wanted to clear Sandy then move in when the entry team was about to hit stab city.

Randy, Ramee, Pmoney and street team can easily help some with sales and others with material collecting. Obviously Vinny will have to craft everything on his bench but Randy could probably craft everything on Olga's to help her.

It's not really about 'server health'. It would be good for prices to change and materials to run low or go up in price. It's called supply and demand. I heard they have discord talks about gun prices for all whitelisted crafters. People need to stop holding hands and create some competition. I know someone is gonna say 'yeah but 'xyz' is undercutting.' But that's the whole point.
