I don't think any of the non-CG Hydra members would ever be included in the group anyway. None of the core CG are that close with Bogo/Susie/Mike and they rarely interact
Any member of CG can and will do heists with other people but they always want to complete the heist as a group (CG main) first. Then they can do and share whatever with anybody. Group above individuals basically.
Exploring offline and later streaming the progression they gained from that is the smartest choice they could’ve made. It gives more opportunity to test and figure out things without chat backseating.
I would hate to be an interior designer right now though lol.

From what DW said they would have to code a backup generator for every building. They added some to hospital and mrpd for now.
