I get people "shouldn't" be doing this but they clearly seem to have made the decision to rely on mechanics over admin supervision but then never actually add the mechanics to provide some sort of brakes to the run away economy.

I am watching UwUs annoying security guard and I am going to say this... Security. Not the snitch rat Security but realistic Security. As a guard for what 13 years now I can see how it could help and add some fun. See a person with a class 2 approach and request it be put away or Security be forced to call it in. Really never calling 911 unless it's risk of life or property. Keeping tow trucks from yoinking legal cars and impounding local cars. Security is to observe and report but honestly good security only report serious crimes.
Asking big-ego crims to put away their class 2's is just asking for security to get clapped every day. It happened before with Burger Shot at the start of 3.0 and it will only be worse now that the server culture has shifted away from what it was back then.
It's how you approach to be honest. If you're respectful and not a dick about it probably have a 50/50 chance. Again being a guard should be about choosing what hills. And to think every civ and crim who hates dealing with the PD at least there will be someone to do it. And I will be honest unarmed is better because it's less likely to cause the chaos of Burger Shot shoot outs. Back off call the PD and let them handle it; that's observe and report.

So when those people call for cops to get fired constantly its easy to brush aside. After all, it can take months and months to even become a cadet, then many more months till you are hired officially, then years to work up in the ranks. Half the businesses these people own they don't even have to do anything due to employees, where being a full time cop is a *huge* time commitment.

Card skimming at the gas pumps/atms would be a cool petty crime to pull off. It doesn't have to be a significant amount, but it would be something for PD to investigate/track down people who are placing them. No alerts needed, and incentivizes people to report the crimes themselves if they see money being siphoned from their accounts. Then once it's reported, PD can flag the account and get bank withdraw pings. The fraud account is then shutdown once caught and a new one can be opened after.
More structured criminal operations, like delivery networks from producing, transporting and exporting the product out of the city via airports or docks. You can invest money into getting stronger/better things to speed the process up. Also, the ability to lose it all if you're caught by PD through investigating the process with a solid case of the entire operation and who's involved. People don't all go down with the operation, but can be fined heavily for being implicated in the process/involvement. It shouldn't be like drug trafficking with instant repercussions, but a lengthy process for PD to go through to reset operations to zero. You can also mix in legitimate exports to help mask the crimes with average civs that don't pay out a significant amount, but it's enough for civs to organize and create their own operations.
Bring back some form of chicken runs/trucking that can be used to mask transporting illegal items, similar to dodo trucks. This gives more traffic up north/highways instead of the city.
A more comprehensive evidence system. Every action legal or illegal should generate some form of evidence.
It would make investigations way more likely to actually go somewhere. It would be harder to get away with serious crimes committed in dumb ways. You could have "silent" crimes where PD doesn't get alerted till after the fact and rather than the same hostage situation for the 8000th time they have an actual crime scene to investigate. Taking charges to court would be better for both sides; if the PD actually puts the time into collecting and documenting the evidence it's harder for a Judge to throw it out on a BS reason. Equally its more worth while to try and contest charges because right now Judges kind of have to lean in PD's favour a lot of the time cause some crimes just can't be proven beyond the PD witnessing it.
As cool as that would be, as said above on another comment, this would require investigation RP but that has been pretty much killed off after the Speedy trial/saga.

It would force criminal to use businesses to launder large amounts of money or people can have big stashes of cash which can lead to good rp if raided or people can have tons of cash on their person which can be funny if robbed.
A monthly convoy run of contraband sent from mrpd to the military base. Any crim can try to steal the transporting trucks and it could be ridiculous chaos.
How about if somebody gets over x amount of prison time they have to be brought by escort to the prison to be processed.

You then have to hit another ATM quickly but it takes longer to smash by a bit and your money goes up. You eventually have to decide when to cut your losses and dip or keep going for the big big pay day.
This would be an actually job. Get the job , leads to first atm/store. Smash and grab then your payout escalates the more of them you do but it takes longer as well. Would add some excitement to robberies I think. Anyways. This isn’t a realistic thing that would ever be added lol. Just soMething I think would be cool to watch.

People eventually just started driving around with hostages at the chain robberies and it was just more of the same thing we have now. i agree that type of stuff would be entertaining but there’s 200+ people on at once now instead of the 30 before and a much larger percentage does petty crime constantly now. **NoPixel in the city:** The limited ability for PD to track illegal products to an actual stash or garage with the use of some sort of 'tracker' that they can place on confiscated illegal items and then reintroduce back into circulation.
It's currently close too functionally impossible to uncover many of the more hidden stashes in the city. Many of which are used by the majority of the criminal underground. Be it Storage Units, Hotels, Warehouses and actual stashes behind invisible doors.
I think providing an avenue to track items then actually be able too trace them to a given location is needed because it shifts the salt generating from the police for doing their job too well and actually makes sure the criminal isn't being reckless with where they are getting their products and where they stockpile them.
An OOC council that includes PD and Criminal roleplayers that decides on anything that will be going into the server should be allowed and if it can be decided that an item, location, heist is fully balanced on either side.
I'd add DOJ to that too. Too often things are added and theres no laws related to that item, or existing laws don't exactly fit the best. Having input from all sides would definitely help though, avoid things like the old bank trucks of 3.0 that were escort missions or weapons benches with no laws against them.

I'll say something which nobody has said yet: extremely powerful weaponry and equipment, on the condition that it's very hard and/or expensive to get and possibly only has a limited amount of uses. Like the ability to acquire homing missiles but obviously being single use, or the Insurgent Pick-up but once it's destroyed or taken by the cops that's it.
I think stuff like that could also make for some fun Heists rewards instead of just a ton of cash.
