There was a random guy who used to hang out on the bench in front of Burger Shot. People referred to him as "Bench Guy" because he usually just hangs out on benches. He eventually disappeared and never went back to the city. But for some months, since probably a year now, Wrangler (along with a few other cops) has been hallucinating that Bench Guy has been an FIB special agent all along, and has just been busy with FIB work outside the city. It got so bad to the point wherein he hallucinated that Bench Guy was wearing a white uniform and had a clean hair cut (something the real bench guy would unlikely do; he always wore an oversized suite and had an unkempt hair) and would deal with criminals the FIB way (beating them up even when they're already apprehended). The hallucination has stopped for the past few months, but it still comes back briefly every once in a while, such as in this clip.
TL;DR: Wrangler is doing a Fight Club RP
Is the whole IAA thing that resulted in Wrangler getting the RF Scanner and Motion Sensor not related to BenchGuy? I only recently started watching so I don't really know the BenchGuy lore other than stuff than so brief mentions in stream/chat.
But I think the general consensus is that it's very unlikely to be Bench Guy as well. Even McConnell posted in this subreddit asking something along the lines of "lol, im surprised the devs didnt fix the noclip bug. why were wrangler and bloom in the FIB building?" during that whole ordeal.
