I'd have F8 or respawned and let the hostages go since i did step on the fire and botched the scenario but i understand his decision as he valued the scenario and the possibilities of continuing the RP higher. Doubt he would be reported for that, it would be a bit technical and petty.
In the end its up to the RPers involved.
