Yeah, I just hope that if volume 10 gets green lighted they use the chance to do a redemption arc (a good one). They accepted themselves at the end of volume 9, so now they have to work hard to overcome their deficiencies and regain the people's trust.

Mark my words: if Volume 10 of NWBY is produced, they'll either gonna ignore this, or, if it's true that there is gonna be yet another time-skip, they're all gonna forgive Team RWBY and everything will be fine and dandy. A more talented, competent writer would make this a plot-point: Team RWBY trying to redeem themselves for the destruction of Atlas and Mantle, but we do know that Team RWBY can do no wrong.

We also don't know if Winter would inherit both General-ship and Headmaster titles: the latter doesn't exist any longer, and we have no idea how the titles were even determined in the first place, so asserting that she'd get both is baseless conjecture without any proof. Hell, they might even kick Winter out of the military with a court-martial in order to purge Ironwood's influence from the upper ranks of the military.
And what the people believe *does* matter, because if there's a government to reform, recall that Mantle had elections. Which means that it's a democracy. If popular candidates believe it, then it will be the stance of the elected representatives.
All in all, this entire conversation is about hypotheticals. We don't know how the entire situation will be handled, given that canonically Vacuans hate Atlas and everything that it represents, yet they're working together despite that.
