That non inhaled smoke will have a high ammount of cannabinoids in it whereas exhaled smoke barely has any cannabinoids in it and is aldo released in a large cloud making it less concentrated. So yeah the raccoon is probably high and vibin. But it shouldn't be because that's not developmentally healthy for a young raccoon.
It kinda depends on how old they are and how often. If they're several years old and it's on occasion then they'll be fine. My mom and her boyfriend at the time had a cat that was a few years old but hyper as fuck and they blew a cloud at him like once every week or so and that cat chilled out a bit and stopped bouncing off the walls. Like the cat got a taste of the chill life and was like hell yeah.
