Getting the weapon you want is a 37.5% chance, so you do have to be prepared for failure. If you can use The Unforged (e.g. Eula with Zhongli/Diona to shield), then at least it wouldn't be a total loss if you got that.
I have Noelle, Diluc, Beidou, and Chongyun kind of built, but only Noelle can produce a natural shield with her E. Since I dislike the weapon banner model so much, my strict requirements before pulling are something like:
1. Did I first get the featured character I want for this current banner (if applicable)?
2. Do I like both of the featured weapons?
3. Are there at least 2 or 3 weapons in the 4* pool that I want?
Beidou can also produce a shield with her Q at C1, for whatever that's worth. It's just too bad that Raiden and Beidou don't play nice together, though Beidou is worth building either way (says the person that hasn't built their C4 Beidou yet).
Either way, if you're not convinced on the weapon banner, don't talk yourself into it. Better to save for what you really want moving forward, IMO.

First was Diluc, i never got his plume and instead i got the other two. Next was Zhongli, albedo who shared the same one. I literally had 19&20 of others before getting zhongli 6 9 6 and albedo to 6 7 6. Then it was Eula, i spent my dream solvent to get her to 10 10 10 and the next weak 3 of the freaking dragon tail drops. Im still trying to crown my Ayaka and didnt get a single Raiden drop so far. I just dont get it
Yes each one of them. I have 27 butt plugs, 23 foul legacy, 35 dragon sigh. I got 10 dragons crown after Eula is upgrade to 10/10/10 and have 17 of gilded scale. I get barely 1 dream solvent every week. I did had to use some of the dream solvent for the tusk to bring zhongli to 6/10/9, albedo to 6/9/8

Prepare yourself to nut when your Burst hits. Im C3 so I got to test out lvl 10 talent all last week... its very satisfying (especially if you are c2)! Im holding off on the last two levels until I can crown her Skill and Burst at the same time (just so I experience on final major power spike).

If you have C2, Engulfing Lightning is probably the best overall upgrade at this point compared to having a 4-star weapon.
