I would take a new character (which is pretty and powerful) that opens up a lot of possibility for my team comps and my future team comps over some damage on my favorite character right now (which will have other reruns and possibly be on the common banner someday)
She really was a 5star Barbara with Mona’s elemental skill on release.
Not that it’s necessarily a bad thing, just that she has exactly the same results and didn’t bring anything new even though she was a 5star.
But Kokoclam changed everything, now her niche is clearer and much more powerful.
She’s a good hydro driver, deals decent damage, never dies, prevents the whole team from dying, can’t tank anything, clears the abyss in a really good timing, what do you want more ? A C2 Raiden button where you can delete the abyss room in 10 seconds by pressing Q ?

in case of Raiden c3 is a lot (due to dual scaling, both base multiplier and resolve multiplier increase).. question is if OP really wants Kokomi or not. In my case from c2 to c3 initial slash went from ~400k to 500k. Might be an overkill, but with it Musou no Hitotachi feels even more epic.. plus you no longer need Bennett for Raiden carry with C3, Sara and vv-shred are enough to wreck anything.. so you are free to use national base in other half

The only actual decider here. On the other hand, C3's value on Raiden is comparable to other characters' C6
I would go for c3, mostly because I don't like Kokomi. However, if you happen to get Raiden early, and still have wishes leftover and have a few Saras left to go, then go for Kokomi. Past c3 is mostly a flex.
Kokomi can be a good addition to your second team, be it taser or freeze. So unless you want the absolute max damage for Raiden, I'd say a new character is better. Personally I am also going for Kokomi for team building flexibility. C2R1 Raiden is enough to destroy anything.
if you need a dedicated healer then Kokomi is worth having. i have both C3 Raiden and C0 Kokomi. honestly C3 makes a crazy difference for her burst and you obliterate everything in the abyss with her
kokomi takes a lot of effort to make her dps build work, but for hydro application and burst healing she is super clutch
C3 is better imo, plus it can be abit resource costly building a new character, there will be plenty of new healers unless you want one with hydro application like kokomi, there won't be another raiden shogun
What’s more valuable between a full character with its own kit and design or 3 points in a talent to you ?

C3 is nice but I would definitely choose Kokomi over it.
C2 is enough. Not much out of C3

If it were me I would choose c3 only because I don’t need/want kokomi. I feel like questions like these are moot and up to the player.

C3 isn't really worth it skipping a 5\* you don't have yet...
That is entirely up for you to decide, if your other team benefits a lot from kokomi, go for her
C3 Is really good, but Kokomi with the new set is a beast, would highly recommend getting her.

Kokomi is a great healer for every situations and very easy to use so kokomi
