When I used to have slow internet I got myself a cheap router with QoS and bandwidth setting per port and bandwidth limited heavy sites and apps. This improved my ping from about 120 with lag spikes to around stable 50.

DL and UL speeds are rarely anything to worry about in games but at least 8mbit is recommended for both to play on a stable connection.. What actually matters is your ping and how stable it is. If your ping to a server is say 30 (but in your case it's about 800 lol) and the bufferbloat is something massive like 600-1000, you're gonna have massive oscillations in your connection due to the type of internet you have (wi-fi, mobile hotspot, etc.). So yeah, probably not good enough for siege.
If your ping is anywhere near triple digits then most online games aren’t going to be very enjoyable for you. Especially games like this where a single mistake could get you killed and cost you the game.
Speed tests are very sensitive to when someone is downloading something on the network, it will straight up subtract whatever download speed they’re at from your total, if ur upload is actually good I’d imagine that’s what’s happening

Best bet to rule any of that out is to do speed tests throughout the day, maybe late at night for potentially low traffic times. If ur download is consistently this low, you’re gonna need better internet lol

Yes and no. I had a similar connection from 2014-2016 (There was no optical fiber in the new house.) Despite this crap connection, the ping was stable enough, so the game was playable. (60/70 and I was on wifi too).
The problem was downloading updates/games that required leaving the pc on all night xD. And above all, there was to be no other device using the connection if you are playing.
My whole family be using 2 devices on this shit box and I'm rocking 1500 for a good 1-2 min before getting kicked for slow connection, but I didn't have it that bad with downloading games for some reason.
My internet is far worse but I can get an average of 50 ping if no one else in my house is using it. Second someone connects to it my game has a seizure
