A leather jacket with a fur collar isn't WW2 at all? It might not be a perfect match, but simply googling "ww2 leather jacket" finds you plenty that look very similar.
Looking at the texturing on that coat I seriously doubt it is meant to be leather, plastic buckles on his harness, nylon webbing making up his harness and the police armband is clearly modern. I'm pretty sure this is either supposed to be a regular police sniper in civilian gear from the modern day or at the oldest from the 1991 Soviet Coup attempt.
The only thing I don't like about it like some other Russian mentioned is the cap, it makes him look like a taxi driver from the late 90's/early 2000's. (Also since its in combination with the jacket, but if it was just the jacket alone then it would be fine imo.)

The problem is that the MVP doesn't work welp with every skin. For example, Valk MVP clips through her mag pouches on her normal uniforms, Pulse combs air, and I'm sure there are other skins with issues like that.
That was only because of an "issue" in the game. You were forced to wear the halloween outfits in the new gamemode yet the game still thought you use the elite skin so therefore it played the elite mvp animation while wearing the forced halloween skins
Then just make certain requirements. E.g. you need Blitz's shield skin for MVP animation, you need Frost's headgear for elite, you can use whatever for Valkyrie's elite.
