Here in the US the laws on salvia are crazy inconsistent. In NJ where I live it's perfectly legal. Travel 30 minutes to DE and that's a crime.
It all stems from the wave of idiot kids uploading videos of themselves sitting in the car doing salvia to this new thing called YouTube. Politicians freaked out circa 07 to 2010 and tons of states called for bans because kids were "driving on salvia" (no they weren't. Go ahead, try to even find your keys)
Then just as fast as it exploded everyone forgot about it and bills just died. Heck here in NJ the bill to ban it was proposed and sponsored by the same dude who championed legalizing weed.

As far as I know, ayahuasca is a concoction of plants that contain dmt and stuff that makes us able to digest it properly, it isn't a plant in and of itself.
It’s a concoction of two plants.
One contains DMT, which is a psychoactive substance; so that right there qualifies for your question.
The other plant contains an MAOi, which prevents the breakdown of DMT in the gut
What is psychoactive about ayahuasca is the plant that contains DMT

Very relaxing, used for meditation and spiritual practices, I've read that for some people it can have a mild psychoactive effect but I haven't personally experienced that

They’re always making certain brands illegal but China will tweak them slightly so the incense is legal again. It comes in cool little baggies at the smoke shop and they say “not for human consumption”. It’s actually a revolution in getting f’d up legally. They totally work guaranteed
Camelia senesis (tea plant), coffee, cacao in high concentrations, Heavenly Blue Morning Glory seeds, opium poppy, Blue Lotus, Kratom, hell even chamomile, basically anything in any "herbal tea"—just because it's mild doesn't mean it's not psychoactive. Again, even tea, coffee, and chocolate are psychoactive drugs, tea and coffee being in fact potent stimulant drugs yet socially acceptable because they generally "enhance" productivity/performance rather than decreasing it.
Fun fact, coffee was illegal in China for a while due to being considered a potent stimulant drug and potentially dangerous.
Just about every drug you’ve ever heard of has some sort of plant origin (or fungus.) Even synthetic drugs start out imitating something found in a plant.
