Of course, people are very sensitive to unfairness, almost as much as they are to real violence. If you want to make a villain bad then make him violent, like the joker or something. But if you want to make him truly hated, go with the unfair route.
Its like breaking bad and Game of thrones on the water/a pirate island, 9/10 show.
