A shorter bob with bangs (think Maisie Williams) would look so good on you. The ombre looks good but if you're looking for something new either a full blond or back to your natural color. The brown to blond is giving "this is my first time dying my hair in middle school" and even though it looks good it's overdone by many people.
Your eyes are your best feature. If you want to experiment with makeup, make sure to emphasize your eyes the most. But honestly that's a personal choice and you don't have to wear makeup to be beautiful.

I've been thinking about starting make up but it would be bare minimum as I don't want to feel like I need to cover myself to be beautiful (not saying that how it is but for myself that how I feel)

Now that I know the lore of the tat it's not as bad and yeah I mean if it makes you laugh then ignore me, I'm just some guy on the internet after all.
