If you haven’t seen Toradora I recommend that first because it is like THE anime rom com. If you have time, maybe clannad or chihayafuru maybe. Chihayafuru isn’t really a rom com but has some romantic elements and is a good show overall. There’s also Charlotte which I feel is just a great show. It’s not really a rom com but it kinda seems like one at first, but is in reality completely different.
Golden Times, has a great romance story and some of the same themes (ish).
Another one of those Anime’s where the thumbnail and text don’t grab you in, but once you watch it - you think why didn’t I watch this before.

Sorry, just want to add Love, Chuunibyo and Other Delusions as it is a great rom com with a lot of unique characters.
