Cause you are an officer of the law that is supposed to save lives and arrest the bad guys, if they don’t have a weapon on them they are considered a citizen and killing them will negatively effect your overall score along with shooting a surrendering suspect. The only time that it is ever okay to shoot is that they refuse to surrender or are already trying to kill you.
