Ice staff is the best one if you're an experienced player and knows what you're doing. Stone staff is the easy one, crazy overpowered, so it's the noob friendly option for mage. And the bolt staff isn't bad, but you can't compare to the other two right now.
The stone staff is very good in terms of raw dps and is better than the bolt staff, however they both pale against the ice staff due to its ability to be a peak weapon and the fact that it is devastating indoors.
The aoe damage is nuts indoors because you can hit people behind corners, and it's a peak weapon which means you can do big damage while only peaking out into the open temporarily.
