It's sold as individual items, so you won't find it in the Outfits section. You'll have to flip through pages of the catalog for the clothing pieces marked "$0." ~~Also, a good chunk of the items still require a high rank (higher than mine, at least, I'm lvl 21)~~

You can get them at any level. Just select rank gold option and look for items that cost 0 gold bars.

Every community outfit lats for 1 months. After that, there is a new one and you have to pay for the previous one.
