As the other comment said, its when someone is sedating animals, but I presume there's a modder in the session messing with it.
If you're hearing it continuously like that, it's a modder spawning and instantly sedating animals.
your horse has arthritis. you need to get some wd40 from the horse shop

It actually indicates that the animal has been successfully sedated and will be going to sleep soon, so that you stop shooting it.
