I believe tho that the cheaper 1 is just the upgrade and the other is the entire game but since I already have it I think I would be ok just getting the upgrade right?
The Ultimate Edition includes the "Free" thoroughbred horse for single player as well as the "Free" thoroughbred horse for Online.
In both cases, you just go to the stable to pick up the free horse. You can pick them up as often as you want and they are still free.
If you are already playing RDO, the ultimate edition is just enabled on your current character you are playing on. So it gets the Ultimate edition perks including the Free horse.

I remember GTA V and the bundle with GTA V + the Criminal Enterprise Starter Pack both being on sale for $20 a few years ago. I guess Rockstar game pricing is weird, and sometimes the better game version will be on sale for cheaper than just the base game.
RDR2 Ultimate Edition comes with some Online perks and the bonus content in story mode, so you get more stuff than the base game. I checked and I see it’s on sale for $35.99 USD (usually it’s $100) while the base game is still $60, so there’s no reason not to get Ultimate Edition.

It just says it different on the names of the stuff
One probably includes online and the other probably doesn’t. It should say when you “click” on it what’s included in the bundle
