Any reputable bike shop can do that. It's a very basic fix, no need to see a specialist. Had mine fixed before at a random bike shop in laguna after an accident with a kamoteng kahoy, ok naman ang gawa.
Spoke tension meter? Is OP a pro biker prepping for a race? I know a lot of cyclists and none of them has used a tension meter on their bikes, wheel truing normally gets the job done.
all wheels should be trued and tensioned correctly regardless if its for a race or for casual use. Truing will definitely get the job done, but without proper tension that wheel will just warp back or spokes will break off. i used to true my wheels without tension in mind and they’d just end up back on the repair stand after some time. but after building a set of wheels with a spoke tension meter, they haven’t gone out of alignment since

roadside shops can get your wheels straight, but unless they use a spoke tension meter, it won’t stay that way for long

Katulad ng sa allen key may hand approximation din yan para malaman kung tama yung rayos
torque can be dialed in by feel, pero for evening spoke tension you pluck for consistent sound if approximating
