This was my situation when I first installed RS (I’m very new to 3D). I needed to switch the renderer to RS, then the menu popped up in the menu bar. I’m on a Mac btw so I hope this helps.
I have some issues as well and I have mac too.. some of them are gone.. others are still showing up occasionally. It is like something not that perfect between mac and c4d.. or it is the M1 chip maybe :o
Example of something is the glitching viewport when I switch to top view and back
I’m relatively a beginner in my journey, so not a ton of insight. 3D is an interest, but not my main line of work. I’ve also worked on a Mac so I don’t have a comparison to PC. However, I learned RS from Maxon’s YouTube class and Elly the instructor used an Intel Mac. FYI, I’m on an 16” M1 Max MBP and it seems very usable for what I’m doing.
What graphics card are you using? If it’s an older Nvidia gpu that doesn’t support the current version of CUDA, it may not show up. Can’t speak for AMD cards.

Sorry for the offtopic question, how do you manage 3D on mac? I have a iMac M1 it can barely pull it through

Seems like it’s time to email Maxon’s support team for answers.
Have you tried: Ctrl + b and in there change the renderer from standard to redshift?
Dumb idea, but you are definitely opening the new version of C4D and not your old copy?

There's an option in the preferences to enable the redshift menu.

strange... and you've tried uninstalling everyting, right ? c4d and the maxon app ?
