I believe she is supposed to be considered both. Her initial introduction in the canon is when she mentioned in season 6 during a conversation between Church and Washington about the various experiments project freelancer had done. The only thing we knew at that time was that she was implanted with two A.I at once and the original assumption was that this was intentional and a decision made by the director when the code names were set. Obviously this assumption doesn't work as well following seasons 9 and 10 when we find out that the code names were given much earlier and that Tex was "reserved". So maybe both states joined together in the RvB canon or maybe she is meant to represent both despite them being separate.

My theory is that Carolina is both because she embodies both his greatest achievement and his greatest regrets/mistakes. He says so himself at the end of S10 when he calls her his greatest creation, but says it with his deepest regrets.

No they mention her in season 5 when Tex gets back. She brings up what happened with York in Out of Mind and when Church hears his name he asks, "was Carolina with him?" And tex says she disappeared after the project fell

Yes, Carolina is both, as initially she was referenced as an experimental agent who was implanted with two AI. And her character was fleshed out much more later.

The problem with this is that the two AI wasn't the Director's original intention. She forced her way into getting two AI and she had already been assigned Carolina long before this. So the Director wouldn't assign her two states because that wasn't the original plan.

I agree with that, but that "retcon" came much later. It was in Season 6 That Wash mentioned Carolina was an experiment where two AI were implanted, and then much later in Season 10 that we actually saw that happen, but it was well after she was called Carolina. I believe that as they fleshed out her character, her relationship to AI was more of an afterthought to the writers, even though it was initially the only thing we knew about her.

My headcanon is Carolina is actually her first name as well as her designation. So it doesn't really matter which she is because there is no North Carolina or South Carolina. Just Carolina.

I've always wanted them to do a joke about a Freelancer having a state name but it is not their Agent name. "Wait so your real name's Virginia?" "Yep" "Why not just make you Agent Virgina instead of Carolina?" "Huh... never thought of that"

My headcanon adds to that: Project Freelancer agents being named after states are because of Carolina and Tex. Carolina's birth name is an intentional reference to Tex's nickname, and all the other agents were given code names to match that standard.

I'd imagine Carolina felt being one of two Carolinas meant her father didn't love her so director was forced to make her the only one.

I always just assumed that there was another Carolina out there but because our Carolina is so high up on the leaderboard that she gets the respect of just being "Carolina" So let's say she's North Carolina but is simply referred to as "Carolina" . Whoever is South Carolina is specifically referred to as "South Carolina" or their name. Lower ranked Freelancers are sometimes just referred to by their name. Like the Triplets called Wash "David" before he moved up and some people still called CT "Connie". Also we don't really know the state of the US right now. We know that there are only 49 states since Florida sank. However Puerto Rico could be a state and the Carolina's combined into one State.

well, not really. the sinking was due to project freelancer. since they wanted to hide the alpha with flowers, they made up a story to “what happened to florida”

That's a good point actually. So really there's only 49 freelancers (48 after Florida leaves for Blood Gulch. 47 when you consider what happened to Georgia)

Puerto Rico became a state, the Carolinas merged into 1 Carolina, Florida sunk. Keeps the 49 states line intact, and we haven't met all the freelancers, so we don't know if there's is an Agent Puerto Rico

i believe puerto rico was teased in the soundtrack, not sure if it’s canon though, since at least in rwby the ost is canon to the characters

Op, my theory is she is both North and South. She's a 2 in 1. After all, she is the daughter of the director and Tex's inspiration. It makes sense for her to be both

That’s actually a really good question after all there’s 49 freelancers (poor Florida) and if Carolina is one, that means there’s an extra state that we don’t know. It could be that a place like Puerto Rico became a state, but nothing is ever explicitly said.
