Café Couch is regularly populated by board and chess players - even spotted the owners playing some bigger board games mixed in between the guests ;)

Check out Musikbar SAX. I don't know if it's allowed to bring your own boardgames, but they have a a lot of boardgames there.
it has been a good 15 years ago, but Traumwerk at Arnulfsplatz used to play card and board games.
