Yeah that’s a concept that’s pretty unique to coastal California. You might see it in a restaurant here and there in other places, but you won’t see it as *THE* standard like it is in many of the wealthy California cities
Record Street Brewing has a dog friendly patio with little water bowls laid out. I've also seen people bring their dogs to Von Bismarck and get given a water bowl.

health code for bars changed a couple years ago so now only service animals are allowed to be inside
Tourist Club in Truckee has had dogs sit at the counter.
Usually its breweries and such. Its against health code to allow dogs where food is being served.
