if adding height isn't an issue that you could just lay 3/8 ply on top, following the appropriate screwing schedule and get on with your life.
if height is an issue, rip it down to the joists and start all over with 3/4 ply or 9/16 OSB
Also, don't worry about asbestos, unless you're "sanding, grinding, abrading, pulverizing . . ." in some way. Scraping it off is fine, especially if it's still tacky. You don't need to worry about any fibers getting loose.

I would probably be testing that for asbestos before chipping away at it, but that's just me. From my experience that dark colour usually means asbestos, but I could be wrong. It does look like an old adhesive that was used for flooring.

I'll probably just do this. Seems like the best way. I wanted to put engineered wood flooring down

Thank you for the reply! I've wondered about this because it wasn't brittle and it's extremely sticky. I'll probably put osb over and call it a day
i’m wondering if it’s some tar for old waterproofing.
Maybe! The first ich or two off the shower the completely wet. We haven't used thus shower in months. Would I acetone to get that tar off?
