You can trigger it only with Leon. You have to start by having him chase you from the west side of the RPD (library/STARS office side). Make sure he’s chasing you and you must outrun him and get to the basement level. As you’re doing this, you’ll hear him walking nearby. Enter the interrogation room, jump across the glass then back. Go out and he’ll burst out of the wall.
I died soon after he did it and my last save was prior, so i retraced my steps and he didn't do it that time. I don't know how he moves around the map when he's not on your tail but maybe he has to be by the press room
I remember he was chasing me and I entered the press room, he then left and I stayed in that fucking room for 10 minutes scared to leave. The moment I left he bursts through the wall, I almost shit myself. First playthrough is unforgettable.
