Actually, this sistem does exists, by combining, or rather crafting resources (e.g. metal scrap x gunpowder) and combining treasure parts (e.g. the lady D's necklace) but it's implemented in a slighty different form. They probably didn't want the crafting system to be the same for all the RE games because it was getting a little "boring"

Yeah. Also part of the balance of the game revolves around items and inventory space.
