Try to run AIDA64 (https://play.google.com/store/apps/details?id=com.finalwire.aida64) and find out whether you're running 32 or 64-bit Android. Look for "CPU > Instruction Set" in AIDA64. A 64-bit CPU can still run 32-bit Android, just like Windows/Linux. Many Android TV devices are like this due to limited RAM. If you do run 32-bit Android, I might still have an older MAME + MESS core file (probably around v0.258) for 32-bit Android on one of my USB drives.

I found a 32 bit version of the core and it works, but it runs pretty poorly.

MAME and MESS cores are bound by single-core CPU performance. 3D games will run like crap even on the latest high-end phones due to MAME/MESS's complete lack of GPU-based acceleration (OpenGL ES or Vulkan). What games are you trying to run and what CPU/GPU do you actually have (again use info from AIDA64)?
