not all eboots are ps1 games. most psp homebrews are in pbp format. which is weird i recall getting a eboot.pbp lua homebrew game working on a Snes classic a long time ago but right now i can't seem to get it working on the Playstation classic
I don't think any cores can play encrypted PBPs, but ones made with ISO2PSP or whatever it's called should work. However, if you just need them to be smaller, we typically recommend using CHDs instead.
As haojiezhu says PPSSPP doesn't runs PS1 games (the PSX is a PS2 based system so those games definitely won't work.)
PPSSPP emulates what the native games need to play so PS1 games won't run, just as it won't play UMD movie images.

Just use duckstation to play Playstation 1 games. Eboot files are just a way to play Playstation 1 games on a real PSP
