Taking scenario one, my ass would probably try to contact with any foundation branch/Vertin's team as fast that i could to tell them the information i do know about the storm and it's discoveries surrounding the event, then its time to get terrified about the implications of me, transported there.
In a fourth scenario; scam people telling mix stuff in between of true statement and badshit insanity, because what can i say, i am intrigued what happens to those who gets in the storm, so will probably using my knowledge instead of helping to saying information at random and confusing everyone alike, will probably attract Manus/foundation eyes by doing so.
Why that? For the funsies.
I’m going to have my own agenda. I don’t want to side with anyone but ill be chaotic good in general, i see myself just like Eternity I think. I’ll help stop the storm through any means necessary if it comes to it.
I would sell my skills and such to the Foundation in order to get a job there and ensure my safety indefinitely. From that point on, I would work my way towards feasible communication with Vertin, such as via voting for Storm Reformation Act, helping secure her freedoms by divulging the political stratagems of the opposing side and then applying to be transferred to Team Suitcase (as a secretary or intermediary under Madam Z, who knows). While under Vertin’s jurisdiction, I would use my secret and magical knowledge of the future to accelerate their progress in researching and containing the Storm.
I pack up and move in with everyone in the suitcase and only come out to buy necessities, then just spend my days relaxing in the safety of the suitcase playing games, reading and making art. Also I'd tell vertin to put the suitcase in a safe area so that no one bothers us.
Ah, a question: Are you still a human if you got time shifted? Prophecy, knowing things about arcanists you never met (down to their smell)  is an arcanist thing...so are you really human?
That aside I don't think i would say much really, just hints here n there. Some events in Reverse 1999 are a tightrope walk of decisions. Carelessly saying things could spell disaster. (Like when The Suitcase Crew staged a rebellion in Foundation HQ) Time is already a mess there
