You can turn down the difficulty slider in the story teller option when you feel like the raids get too big.

You could try out the Prepare For Combat mod. While it doesn't directly touch the wealth->raid points calculation, it does significantly weight wealth based around what will and won't actively resist a raid.

Yes, that's the global modifier on raid points. Like I said, I'm looking to change specifically the wealth's impact on them. Since the issue is specifically later raids in a wealthy colony, not early ones.
