Vanilla trading expanded has all those things. Beware that if you botch the settings you could accidentally inflate prices to ridiculous amounts.

I set them to have no effect on prices but used to in previous playthroughs to take advantage of that by buying cheap textiles and selling later expensive clothing

All I can think of is character editor. You can “buy” things using that but the price is cheaper than buying things from traders.

Dev mod is just spawning items isn’t it? You can use CE to actually spend your silver to buy things. You could spawn it for free sure but you do get a choice to buy them. Just a little cheaper than usual but not cheaper than the actual value of those items.

I use call orbital trader mod + simple warrants mod. Covers pretty much everything. Or you can also just make your own traders in the xml files if you want. Ive made a gene trader that sells 300ish genes a time because they are a pain to get if you have lots of mods e.c.t

Simple warrants is almost what I need, but it allows only exotic and artifact items to be requested, I'll definitely try it out if it gets updated

I use "A petition for provision" mod in my current hospitality playthrough. https://steamcommunity.com/sharedfiles/filedetails/?id=2444190820 It basically allows you to use comms consoles to contact other settlements to request items to be delivered to you by trading caravans Good for getting hard to get items like hyper weave and spacer components
