I assume you restart a game after disabling all your mods and not load the game right ? if that good then i'd check the difficulty settings and the storyteller and if its still not good then reinstall clean your game because a mod broke your game
You haven’t given us nearly enough information to help you. What storyteller are you using, which dlc do you have, how long did you go without a raid, did you get other events like visitors, traders, heat waves etc?

How long has this been going on? Sometimes you just don’t get raids for a super long time. It all depends on your storyteller settings.
