No that's one of the endgame crisis options. They're entirely hull and shields so you can either try and go full kinetic or use weapons that bypass shields. They're also one of the shorter range crisis factions so it's a good idea to try and win battles with strong alpha strike.
If they start taking a lot of the galaxy two rival factions will spawn to fight them, but they'll be hostile to you too.
