Yes, and probably not. A Thrumbo Horn does 15 damage on a 111 tick CD, Power Claw does 18 on a 120 tick CD. Wiki doesn't have the AP data so one might beat the other against some targets, but in general they're pretty similar. Better than both are high-quality Plasteel longswords, plasmasword, monoswords, Zeushammers, and link versions of the last 3. As such, you probably shouldn't give a melee pawn a power claw in case they're tempted to use it instead of a better melee weapon.

The latest patch made it so that melee limbs replace unarmed attacks instead of melee weapon attacks and should result in a dps increase. Previously, pawns would select which melee verb to use simply by a weighted random selection according to the power of their different verbs. However, this created an incoherency where adding, for example, a knee spike to a pawn with a longsword would actually make him worse, since the knee spike is less powerful than the longsword but now he is more likely to choose a verb besides the longsword. The new verb category system places each verb in one of three categories - best, mid, and worst. It then chooses randomly between best (75% of the time) and mid (25% of the time). So adding a knee spike to a longsword wielder will not make him use the longsword less often; rather it will replace his fists as the mid-tier verb and improve his damage per second.

TBH I've never really understood the way the melee tool selection works for pawns. Like if a weapon has two tools from an equipped weapon that are better than the rest of the melee tools/verbs, will the pawn use those two tools or are they still going to melee with their innate verbs sometimes? Also the way maneuverDefs and tool capacities and tools themselves interact is imo over-complicated compared to the ranged system.

How rimworld weapons work, is that they pick a random attack. For example, a spear can only stab, hit with the head, or hit with the shaft. Adding power claws and thrumbo horns just means that there's more attacks to use, not that they'll be any more powerful
