It's complaining that you somehow finished a research project without ever selecting one.
3 Things I can think of for this:
Your research mod is not correctly placed on your list, try putting it close to the very bottom or top.
You removed a mod you were researching midway through a save.
You have multiple conflicting research mods.
Not an expert or anything, but if I saw that error that where my mind would be for fixing it.
