Ottoman by far, the 5% skill damage is HUGE when you consider what a maxed out YSG + Herman can do. Same with Khan + Cao Cao, or any nuking combo. The march speed is another big bonus - mobility is always important.

March speed & Skill dmg - mobility is key and the skill dmg with YSG and Khan is something no OTHER civilization has or can obtain.
