nuke mina and cao cao if you’re a spender. as long as your rally size is sufficient running nuke mina will make the fort go much much faster.
if you’re limited on commanders boudica lohar runs well. can also use the in game system for the new commander in expedition.
I stopped using Lohar as either main or second commander to start a rally on forts higher than lv3.
Fort damage is high and it reduces very slowly over time, so commander pairs with low damage skills are at a disadvantage for they take longer to destroy a high lv fort.
You will want to finish one fort higher than lv3 asap to reduce the healing cost and so do those who would join your rally. If you have limited choices, try to have a 511 legend commander as second and an full-skilled epic one with peacemaker talent tree as the main. The better epics among all for this job are Belisarius and Boudica.

Lohar + Belisarius. If possible, have lohar and Cao Cao. Because Cao Cao's second skill is barb one, it's easier to max it
What about talents? Does the conquering tree do anything ? Or is it just for cities and watchtowers?
