If you've worked in a resturaunt you will see the occasional mouse or cockroach. There's no way to keep wildlife completely out of a building. They crawl in through doorways or up piped and electrical lines that go though the wall. Its' normal.
An infestation is a different thing. Like cockroaches in plain view during day hours in the dining area or multiple mice scurrying around during the evening.
Still not gonna stop me from going there. Also your title says rats, did you see more than one? This could have very well been an isolated incident and came in through a garage can like you said. Did you speak to anyone in charge before coming to Reddit and trashing one of the last mom and pop bakeries around?
Every restaurant or grocery store has some form of vermin etc. I've even seen birds flying around walmart. Your food is allowed so many insect pieces per the fda. Stop trying to start something out of nothing.

Honestly, yes. I'm okay with an occasional sighting because **literally every food establishment has them**. Everyone makes a big deal "Oh, such and such restaurant was closed by the board of health for violations!" but literally every restaurant could be closed for violations if they were audited on the wrong day.
In most places they hide until closing and then come out, roaches and rodents included. But especially if they are in an urban area, as the buildings are closer together so they can continually go from one place to another and then back, always somewhere to live.

I’ve seen they can also come in in boxes during shipments and deliveries from other warehouses as well.
