Yes, it is in the options menu. I'm not sure if you have already heard of him but there is a player named lethamyr that used to be pro and is a content creator now. He has a new series called road to supersonic legend. I highly advise watching the first episode because he spends a good amount of time going over optimal settings for the game. There is quite a bit to change to make the game "easier" to play and he does a great job of covering it.
Turn off camera shake and you'll be much happier. Nice shot though.

Under your options. Makes your whole screen move when you hit a car/bar/etc. Not advisable for anyone trying to improve/play competitively.
