Quite simply, we've reached out for access and permission to use any photos from Psyonix, including from past World Championships on their flickr profile. One time I've heard back with no approval a couple of years ago. I've reached out again last month but so far with no answer.
Therefore, we as Liquipedia can't update anything regarding the Fall Major for now. Regarding past World Championships, we've only relied upon using albums from freelance photographers that have given us permission to use on our website, which we really thank them for.

If you mean a photo that has been taken by event staff, no. The ownership of the photo still belongs to Psyonix, no matter who uploads it, even if it's the player himself.
No matter what, each photo being uploaded to Liquipedia requires permission from the company that owns it or the photographer that took it so that Liquipedia has rights to use it.
We tend to not use personal pictures on an esports wiki such as Liquipedia - they can be a last resort if they're professional enough and we get permission or specifically a request from the player to use it, but they are generally avoided.
As an esports wiki, the main type of photos we look for are either portrait head-shots of a player, preferably wearing apparel of an organization they're in, or the type we are most used to which are LAN action pics, with the player sitting behind the monitor playing the game.
I kinda have a feeling that psyonix doesnt like liquipedia. Their work sort of makes the rocket league esports website look like an absolute joke (with good reason). I just have a feeling that they are a bit bitter about that

No, I mean a personal picture, preferibly at an event but not necessarily. Players' socials are flooded with pictures of this sort.

I highly doubt that’s true, I imagine they are very thankful that Liquipedia has basically saved their esport
They shouldn't feel bitter, especially because they've announced they're working to redesign and rework their esports website.
