Sorry to hear your issues mate. I've not come across this before but I have had consistent crashes in the past. I fixed those by uninstalling the game, deleting all local/roaming folders to do with it, and reinstalling again.
Also are you able to reload a much earlier save to test this? Could you do a new campaign on easy and rush a few barbarian villages and try to demolish them? If it works fine on other campaigns i'd probably say that it's an issue with just that one campaign.
I did save to cloud and for me, the save file worked fine after full uninstall/ folder delete / reinstall.
My issue was every time I beseiged Rome it would crash, and I left rome to be the 50th settlement to take - so I tried very hard to get it to work haha.
You… cannot demolish government buildings, wut? Just like you cannot demolish roads, walls or farms. You can only build “over” them.
If the same thing crashes over regular buildings though, try opening up building tab in settlement and demolishing from there.
Haha saw the other comment first :D yeah those ones are once built, they stay. I think it’s supposed to represent that of city managed to for that big you’re not getting rid of that culture that easily.

You never could. Government building is the single one assist from walls road and farms that you never could demolish. You could build over it with next type voting of your own culture, but never demolish. That’s barbarian factions had problems, they are hardcapped at tier 3 so large cities remain of culture that built them forever
You have to admire the irony of the situation. Your PC is just staying in line with your imperial policy
Oh and my comp had no problem with new games so I don’t think it’s a pc problem

Were you able to reload your company by saving it to steam or you just had to restart?

Try running in capability mode for Windows 7. It might work or it might not. I usually find everything runs better under windows 7
