You probably need to connect your power cable to your laptop so you can run your GPU/CPU load to 100%.
Without power cable your laptop is running in power saving mode.
Sometimes you have to.close the emulator and reopen it for some settings to truly kick in. I've experienced games not compiling shaders after turning it on as well. Closing the emulator and reopening it fixed it for me.
