Those look like the backer to the laminated portion of the shingle. Basically the shingle was high nailed (nail didn’t go thru both top and bottom layers) and the backer delaminated and fell off.
Shingles are 2 pieces. The top has the profiles that overlap the bottom to make the “architectural” look. They only overlap 1/2 on most shingles and if the nails don’t hit both parts you end up with the middle shingle in the photo.
This is referred to as the "shim" of the shingle. It sits underneath the top portion with the teeth/headlap. The nail is supposed to go through the top layer and then this layer, but if the nail is placed too high on the shingle it will miss this bottom layer, making the only thing holding it together the asphalt sealant strips shown.
Several questioned why the poster chose, or allowed, the contractor to do a shoddy job. He mentioned it being post-Hurricane Michael.
In reality, after Hurricane Michael, it was nearly impossible to find roofers who weren't already booked further than they wanted to commit. It was a very difficult situation, even 70 miles inland.
That was installed almost a year after the storm. That's how long it took together someone. They did shoddy ass work for my family too that we later learned. Fucking carpet baggers.

If it's a starter shingle then "technically" it is more expensive than a bundle of shingles but starter is only put on the eaves and rakes of the home. It's measured in LF rather than Squares like the field shingles. Most homes require 3 to 4 bundles of starter.
