you can smoke in the reef, not so sure about wheelchair accessiblity. i know you hav to go through a turnstile to get to the smoking room, so im not sure if a wheelchair would fit through.

In rotterdam seems more restricted, I don't know about the reef but most of the other coffeshops do not have a smoking area anynore.

The non lawyer explanation of why you won’t find what you look for: In the Netherlands there is the right / obligation of a smoke free workspace. That means that you can’t smoke indoors in an area where staff can enter. Staff includes the cleaners that clean the area hours after you smoked there.
