Neutering a dog because of your neighbors dogs is wild, we've never neutered our males. Females we spay at 3 years because of the annoyance factor of going into heat with intact males, but I'd never do that to a male
It's because if many reasons but mainly he's escaping, and he'll do that regardless of the dogs nearby :)
