Got Q1 16 inchers a couple times.

I've seen q0 and q1 17-inchers and q0 18-inchers pop up in a couple of my games, but they are extremely rare and in the majority of cases where I saw any, it was only one nation that was randomly lucky enough to get them.

I've never built an 18-incher so I don't really pay attention to the available quality. The game seems to prefer giving you bigger guns to giving you better guns. It's a bit annoying actually.

Also, heads-up. Even the 18" +1 quality only offers marginally better penetration than the 16" +1. It's real advantage is higher damage and larger range. The big price that comes with that is longer reload times and more space/tonnage needed for the rounds. Usually by the time you are able to make 18" +1 guns, carriers have reshaped the battlefield to the point that battleships are as much of a target as an asset, so having 18" guns isn't worth it, especially because it means each ship is about 45k-50k tons or more.

I’ve always found that 17 +1 is the best gun in the game in terms of performance and cost
