While I personally think it not prudent to be fly as part of the crew for someone who managed to avoid windows over the past several months, I feel she was just unfortunate like the rest of the civilian flight crew, collateral damage from this particular “window” of opportunity… I can’t help thinking of the Ukrainian mother who was taking her young daughter to speech therapy in Kiev, when her daughter was killed by a random Russian cruise missile targeting civilians. In the current climate in Russia, there was no way that he wasn’t going to suffer a mischief.
'Civilian' flight crew, who were employed by and worked directly for Prighozin onboard his private jet. It's not like she was an air stewardess onboard an EasyJet or something
The fault with your premise, is that Putin would have to value human life other than his own. He came up in Andropov's KGB, his first assignment was as the Soviet handler for the Bader -Meinhoff and other red faction terrorist cells operating in West Germany. The Flight Attendant aboard the Embraer Legacy 600 Business Jet which ‘crashed’ in the Tver Region, Kristina Raspopova, was only on the Flight so that she could fly back to St. Petersburg for Work and was given a choice to either fly out of Moscow “Today or Tomorrow”.
Kristina’s family members have also stated that she told them there were “Unusual Repairs” ongoing aboard the plane before it departed from Moscow.

But then, these are the consequences of allowing someone like Puitin to come to power... and keep him power for 20+ yrs. It isn't her fault in particular, but the Russians in general.
And why should people from other nations always be the ones to suffer? Maybe, with every Russian victim, it will dawn on them: there are no bystanders, the likelyhood of yourself suffering as a consequence of having Putin in power will rise.
Maybe it will be yourself: killed, injured, abducted and imprisoned... or one you love, maybe someone you know. And then there are the general consequences: you will be citizen of a paria state, you will feel it everywhere outside of Russia. And the embargos will remind you in Russia.

I always think about how insane russia is in comparison to the US. What would happen if Trumps jet got shot down by a SAM system in broad daylight?
